Definitely writing in Hindi will affect to some extent. If you are serious about getting recommended in the SSB interview, then start improving your English writing and speaking skills too.

You can write the story in Hindi. There is no where mentioned that candidates must write down the story in English only. So if you like, you can definitely write down the picture perception and description story in Hindi.
Coming to the group discussing test of SSB interview, you can talk in Hindi. There is no restriction in the language.
